I'm pretty much ignorant of computers and need help. I've downloaded a lot content here and elsewhere and  placed it into my plug-ins folder.

Now when I play the game, the simulation runs fast, no matter what speed I select. The simulated graphics are also running like a fast forwarded video. I've deleted some downloads and I still have the problem.

What should I do?

I have a Dell Demision E521 with an AMD Athlon 64X2 Dual Core Processor 4200+MMX 2.20 GHz with 3.25 GB of Ram. Memory has 3326mb RAM, with page file of 786MB used with 4420MB available. The video card is NVIDIA GeForce 7300 LE  with 512 MB. The version I play is Simcity 4 Deluxe Edition on Microsoft Windows XP.

I'm almost to the point of uninstalling the game, wiping everything clean and starting over.

Please help!

The AMD x2 processors have a problem with SC4 and the way its coded. Go to the AMD site (ATI) and get the update for "Dual Core Optimizer" (or a name very close to that). That "rushed look" is one of the symptoms of that problem. If you still have problems after that, let us know.

just thought of a problem.. if Dell requires that you get it via their "update system" you may have to call them and ask about it. I'd try to just install it first though.

I have had this problem when I updated my Nvidia drivers. All you have to do is once SC4 has started, go to the task manager and then set SC4's affitity to just one core. It should do you wonders.

EDIT: You'll have to do this everytime you play SC4. (seeing that it actually works, of course)

If you install the optimizer as I said, you'll never have to do that

I'm not necessarily sure about the "Dual core optimizer" I once had it but had no effect on my computer. Either that or I just didn't notice it. Anyway, you should go for it. It's worth trying.

you can also download the sim city 4 startup manager. not only makes it everything concerning plugins a little easier, it also lets you run the game on one core only if you want it that way by ticking the box in the settings menu. this way you get it permanently.

only difference is that you gotta run the game via the startup manager

Hmm... I never knew that SC4 startup manager could do that. How ignorant of me. I never actually knew what SC4 Startup mager's purpose was so I never actually downloaded it.
