Help! University reward grayed out....

Hey people, i'm wondering if you could help me. I have a city with about 50,000 people. I got my University reward but not enough cash to build it. I decided to wait to build it and eventually forgot about it for a few years. I went back to build it and it is greyed out. Ok, I must not have a good enough mayor rating or school rating (according to the prerequisites). So i go back and make sure all my schools, libraries and museums have all 5 "apples" and my mayor rating is sufficent. I wait a few years (a decade to be exact) and still no University. What the heck...Can someone help me with this issue? Dunno what im doing wrong.  Thanks alot!

The requirement for university is:

* R$ + R$$ + R$$$ Capacity > 15000

* Average Mayor Rating > 42

* Average School Grade > 95

Do you meet all of them? Else, you can cheat with cntrl-x and code "you don't deserve it"

Yeah i meet all of them. I guess i'll just do the cheat. Must just be a bug or something. Thanks.

This has been reported many many times over the years. The cheat is the easiest method of dealing with it (or placing it right away.. if it's placed it isn't going away.. hehe)
