so installed the game on an external hard drive and it isnt loading any of the downloaded material i have that is normally stored on the C Drive does anyone know how i get the game to read the plugins and regions from my external hard drive

In order to move it you can reference the shortcut and change it to relocate to the external drive or you can move your "My Documents" folder to the external drive. Either way works.

For example I have my shortcut on my desktop properties set to:

"C:\Program Files\Maxis\SimCity 4 Deluxe\Apps\SimCity 4.exe" -userdir:"C:\Documents and Settings\Dad\My Documents\SimCity 4\Plugins PAK\" -intro:off -w quote>

This tells the program to go to the "C:\Documents and Settings\Dad\My Documents\SimCity 4\Plugins PAK\" location to look for the SC4 run directory (all those quotes and things must be there). The important part is the "userdir" part. It must specify the FULL PATH to the external drive you want to use. The rest should be whatever you like to use for your game startup (mine is no intro and run in a window).  edit:  almost forgot .. If my memory is correct,  in order for SC4 to properly work where you move it, it MUST BE a "Simcity 4" folder and MUST HAVE these folders in  even if empty:  

  plugins

 HTTPCache

 Regions

If you don't put those in it won't properly startup (this is just SC4 and the way it works) Of course you should then move your regions to the "regions" folder and your plugin stuff to "plugins"

To move the "My Documents" folder just rightclick it and select  "properties" and "move". and set it to whereever you want it. You must then point it to whereever you want on your external drive You will have to reboot your pc after you change it before it will redirect. The original My Doc's won't be on the c:Drive anymore after you do this. It is possible depending on how the op system "sees" the external drive that it won't allow you to move it, but normally it should work. If this doesn't work you will have to use the first method

    i did move my documents to my external hard drive but there is a my documents still on my internal drive and when i installed the game i put it on my external which makes me think that it should read the my documents folder in there but it doesnt

    You cannot just copy it or drag it, you must right click the "proper" one in you file explorer and select "PROPERTIES" and select "MOVE".. then you will have to restart your pc. I suppose it is POSSIBLE that your motherboard/pc combo won't allow it to be on a removable drive, but that would surprise me. When you do this it will NOT be on your normal place anymore.
