Problem with config.bmp

Hello everyone. I am sorry to bother you with what I would guess is a simple problem, but I can't seem to be able to find a solution to this on my own.

I downloaded a map called 'NHP Ivermere Lake' and everything is fine, except that I can't seem to be able to get my custom config.bmp to work.

The problem occurs with terraformer, which fails to open the config file and tells me: "A problem has occurred while reading the region. Maybe it is too large for your RAM."

Now I am quite sure RAM has nothing to do with this (I have 3GB of it, but that's not why I doubt it), because this message only pops up when I am using a config file created by myself.

This far I have tried the following: 

1. Create region in SC4.

2. Exit the game.

3. Open the region in Terraformer ------> works fine.

It also works when I replace the default config.bmp created by SC4 with the one that came with the NHP map. However, since it is made entirely of largest tiles, I would like to customise it a bit.

I have tried 1) creating new config.bmp, 2) editing the one created by SC4 (after adjusting it to fit the actual map of course and 3) edit the config.bmp that came with the map. All these result to the abovementioned error message by terraformer.

I have also tried manually creating a new folder for the region, but this just gives me similar errors as above; the config.bmp coming with the map works but I can't customise it.

I would be glad if someone could help me with this matter. I will atach both, the custom config.bmp as well as the one which came with the map I downloaded in case there's some problems. I have used proper colours but this is the first time I am creating a config.bmp, so there could be some errors.

    Alright I did another test, I edited the config.bmp and created a new region folder for it. This was the result:

    What the colours mean: 

    Teal: This is where there should have been a large (3x3) tile, I didn't touch to this part of the config file.

    Green: This should be part of another large 3x3 tile, an area to which I didn't touch either. It seems that there's one medium (2x2) and two small (1x1) tiles missing here.

    Red: These are two small tiles I did create and they have converted fine.

    Yellow: This is where I created a medium tile. However, in reality the area is part of a large tile.

    Lila: These are also part of a larger tile while they should be small tiles.

    I have simply no idea what I have done wrong.

    You need to use "almost" true blue, red, and green colors. One color only, none of the other two added.

    Large city = 4x4 pixels  blue

    Medium city = 2x2 pixels  green

    Small city = 1x1 pixels  red

    Ah thanks a lot.

    I was using the right colours, but I had mistaken large cities to be 3x3 in size.
