Well unlocking a Stock Exchange from your Rewards Menu,you need enough commercial demands especially in CS$$/$$$,which you need to zone high density commercial at a certain zone,plus increase desirability in your financial areas by placing parks and increase safety by placing some police stations or fire station.

If you cant meet those needs,which you are out of budget which needs you building more buildings that increases demand or desirability,you can use a cheat to unlock all the rewards which is a cheat named: 'you don't deserve it',you can start entering it by pressing and holding CTRL+X ingame and a small blue window will appear in your upper left,begin typing in the cheat in there to proceed.

Use the cheat then where i have provided which is called 'you don't deserve it',or by clicking the link which you can see more cheat codes available.

yes, just press Ctrl+X

A bar will come up in the top left hand corner.

Type in "you don't deserve it" (without quotes and you must have the ' )

This will unlock all locked building, including... The Stock Exchange!

I always get the Stock Exchange easily through a simple UDI mission called: "Mmm... Endangered Dinner" using the Fishing Boat. Well by always, ill just say twice, both times i tried earlier this year. That way you dont have to get so much commercial, nor use a cheat.

It's really quite easy to get.. I get it routinely in every commercial city.. All you need is 25000 CO jobs and a mayor rating of 45 or better.. If you hover your mouse over it on the rewards menu it tells you what you need (and of course the cheat method is always the same for all.. )

if all you want is a big city then there is no need for a stock exchange. just use the super demand ordanince and simulater z and even if you are a complete idiot ,which im assuming your not, you can build a big city

IF all you want is a big city, dont worry about cheating mods just learn and play the game smart. (It will be more rewarding anyway.) It can be done with or without the stock exchange too. (I suppose that cheating is a strategy so, while its not for me, i dont dis those who rely on it.)

If you have Rush Hour, I recommend using the RH Rewards Unlock MOD by RaphaelNinja. It saves you the time of typing the cheat manually.. Also, you are allowed to plop the same reward multiple times.
