Hospital radius oversight?

For example, let's say you have 2 hospitals with enough radius to cover a 1 million sim city on a medium sized tile. Let us assume there are 200,000 patients generated for these hospitals. Each hospital has enough patient capacity for 100,000 patients. In theory, the simulation would divide the patients among the two hospitals and each would end up with 100,000 patients. In practice, BOTH hospitals get 200,000 patients, both go on strike, and your citywide health grade eventually tanks.

I've only recently encountered this phenomena with my city of 4.5 million when I've had to plop down multiple downloaded very  large hospitals over the same area in the belief the patients would be divided among the hospitals. Instead I ended up with several dozen of these hospitals, each sucking in the entire patient populace their radius allowed. Finally, and what confirmed this, was when I plopped down several hospitals with high patient capacity and enough radius to cover the entire city tile. 450,000 patients. 170,000 patient capacity for each hospital. In theory, all I'd need would be 3 of them to take care of all the patients. Instead, they too went on strike after each were hit with 450,000 patients.

More testing was done to ensure it was not a flaw of the custom hospitals I downloaded. Nay, it happens with the default Maxis hospitals as well. My question is, aside from custom making my own hospital with the needed patient capacity, is there a fix to this issue?

I expect you have enough patients to fill both.. I have had no problems getting the patients to split among hospitals.. though I've not done a rigorous text.

    At first I thought this, too, but when I have 20 170,000 patient capacity hospitals all with 450,000 patients (In a city of 4.5 million people), I began to suspect otherwise.

    I'd find it interesting if I'm the only one having the issue, though... 

    Edit: I augmented a hospital to have a million patient capacity. Should solve the problem, right? No, the hospital generated 1.6 million patients. Now I'm not sure WHAT the problem is.

    Edit 2: With said augmented hospital, the number of patients over its capacity vary by city. In my largest city, it's overwhelmed by 2.8 million patients. It also appears that the number of patients is rising independently of the actual population. This makes me wish I knew what mechanic was behind deciding how many patients a city generates. At this point I think it's some kind of fantastic corruption brought on by a mod, so I'll be testing ripping stuff out and seeing if the situation improves.

    Edit 3: Well, doing some basic things such as reinstalling, patching, removing specific mods, etc, didn't do a darn thing. I did find if I jack the patient capacity of a hospital high enough (In this case 40 million...yeah) it eventually gets ahead of the patients, and so far I've accepted this as a workaround. Next is finding out what causes this (It occurs in nearly every city of my region, but they're all large cities). Once I have a cause, I can begin tracking down a specific cause. Oh well, no one ever said region building would be easy...
