I've been wondering about what the deal of the game is supposed to be with early houses holding too many people and early commerical buildings having too many jobs.  It's just downright ludicrous in some cases.  E.g., corner store with 26 jobs.  On the other hand, big factories don't have enough jobs.  I think that a decrease in some capacities and increase in others would make land use balance far more realistic.  It would end up with fewer factories and more R & C.  Farms should employee few people and sprawl across most of the region.

Can the game engine can handle this?

You can use the realistic residents mod which cuts number of people in Maxis houses by about one quarter (I don't have a link, but can be found on Google). Also, any downloaded lots can be modified with SC4 Tool (again, easy to find on Google, and you have Vista you'll have to run it in XP compatibility mode with a basic color scheme). There is also a mod for quadrupling industry jobs.

There are mods that increase that amount of jobs for industry. Here's the industry doubler, which doubles the amount of jobs industry have, and here's the Industry Quadrupler, which quadruples the amount of jobs industry have. For your question if the game engine could handle it, it probably could since there are mods that do this sorta thing, but I'm no computer whiz, so I don't know for sure.

There are two mods to correct the problem with too few industrial jobs (industry doubler and industry quadrupler), which, unsurprisingly, double and quadruple the number of jobs provided by each Maxis industrial lot.

There is also the Residential Halver (https://www.simtropolis.com/stex/details.cfm?id=12383) which does exactly what it says on the tin: halves the population of Maxis residential buildings. Note that it doesn't affect downloaded lots, so if you have some downloaded houses, they'll just crowd out all the Maxis houses and you'll be right back where you started with your population density.
