CAM increases the network capacities; as well, there are options which greatly increase pedestrian traffic. But it's my understanding that one cannot use the CAM with a previously existing region.

There is also the CAM from SC4 Devotion, which greatly increases pedestrian traffic (at least until sims become wealthy).

Basically any computer you buy these days will run SC4 just fine. I have two laptops and a desktop, nothing fancy (my best one is a 2.2 processor, 4 ram and 512 video), store bought off the shelf for less than $1000 each, and they all work well. There are some issues with Vista, especially if you want to use SC4 Tool, ilive reader, or other additional programs which enhance gameplay, but these can be worked through with info easily found on Simtrop.

I have been using region census, but have found that it will not open any region whose bmp has been expanded in paint. Is there a way around this?

You can use the realistic residents mod which cuts number of people in Maxis houses by about one quarter (I don't have a link, but can be found on Google). Also, any downloaded lots can be modified with SC4 Tool (again, easy to find on Google, and you have Vista you'll have to run it in XP compatibility mode with a basic color scheme). There is also a mod for quadrupling industry jobs.

Fluctuations like that happen. For instance, new residential development will cause that. I have also found fluctuations when restarting a city, but that returns to normal fairly quickly.

You paid WAAAY too much for that machine. I have two laptops with Vista, one 32 bit and one 64. Have never had any problems whatsoever running SC4.
