Clover Leaf Overpasses

Basically, I can't/don not know how to place a clover leaf overpass for the highways.

I follow the instructions that the desciption box gives, but it says to place it over the already existing overpass,

which I do not have/cannot construct because there is no option for it.

Help, please?

What you need to do is drag one stretch of high way over the other. This will create a little ramp going over the over highway. From here it might prompt you to make a cloverleaf interchange, or it might not. If it doesn't you may need to plop one where the two highways meet.

It doesn't always work if the terrain is un-even, so make sure it is flat before you go and try.
