first make sure you don't have any bugs especially the opera house one that really kills population growth improved education health, and safety help a lot use the industry quadrupuler or externalize industry and building parks and reward lots usually helps bring back up demand parks especially make lots of difference like the open grass tile and plazas and stuff

Find ways to limit the amount of space you use...

More zoning is important...

get the colossus addon mod, it really makes a city more realistic what with actual very-hi density buildings instead of stopping at a weak level in Maxis' version

Hmm, could you give us some exact details on how you build your cities? There are obviously many factors that go into city growth and expansion. Every situation is different, but I will point out some general things to look out for when growing a city.

First, take some time to read a few articles in the Omnibus: www.simtropolis.com/forum/index.cfm. These articles provide great support and tutorials, and really do come in handy as your city grows.

1. Make sure you relieve demand. Demand caps occur at different stages in populations growth, and will limit your population from further growth. Residential relief for demand mostly includes parks and rewards. Industrial relief includes freight (i.e. trains, roads, or anything to move industrial products out of the city). Commercial requires good connections with residential areas, and airports also relieve their demand. All of this is explained much better in the Omnibus.

2. As people above have already said, continue to foster growth. Sometimes you want to build further out instead of hoping for skyscrapers to immediately occur (because they simply won't due to game mechanics). Provide services for your people as well. Some stages of growth (taller buildings) won't occur without access to water, for example.

3. Keep an eye on taxes. Too high taxes means that people don't want to live in your city. If you don't mess around too much with taxes, then this shouldn't be an issue. However a nice way to spur some growth is to lower taxes; even just a little bit of lowered taxes can encourage growth.

There are many more tips I could give you, but as I said we need to know your situation and building style to help you out more. There are many ways to doing the same thing, but I hope these suggestions put you on the right track, or at least shed some light on issued you didn't realize before.

lilshortjordan im sorry i wasn't very specific there is a bug where by which the game maxes out capacity of the opera house it bugs out this causes a simmilar effect as not having enough staff for say a hospital so that it saps demand for residential growth for me downloading the bug fix instantly stopped a problem by which i couldn't get some of my cities (those ones with opera houses) to grow past a population of 400,000 it is a flaw in the game and i really don't know the details but it worked
