Is it possible to get rid of all industrial buildings in my city and just focus on commercial ones, because the industrial ones are ruining my environment and its negatively influencing the rest of the city. 

And how can I assign deals with neighboring towns so that my civilians can get jobs from out of town. Is it that possible?

sims automatically go for jobs out of town if the jobs are closer and there are neighboring road connections

as for getting rid of industrial buildings you just have to rezone and basically revive that area

1st question - raise the taxes of the industry, this way you'll kill it's demand and industrial buildings won't grow.

2nd - it is possible, to make this you have to build road, rail or other mass transit connections
