"Locked" Is related to the Lots being locked due to you not having unlocked them, but this is strange as you already have some of these plots. The way around this is if you have the "Unlocker Mod" , you need to click "Unlock Buildings" I hope this helps

A must is some sort of Money cheat, I love being Able to dive straight in and make my citizens happy, and still be in pocket! Will this be possible to create?

All he has done is Downloaded the "Setup.exe" from PirateBay, Then he has LEGALLY brought a CDkey as far as I can gather?
