Well, I did download the game digitally however I don't think it's run on a digital server. I bought and downloaded the game from amazon. And, I'll have to check to see If I'm using the right plugins folder however I am pretty sure I'm not using the one in my documents folder.

Okay I think I might have figured this out finally. I think you were right about me using the wrong folder because I went into the Maxis files in my computer and looked at the plugin folder for simcity in there and found nothing in the plugins folder. The one I've been using must of been some kind of copy from the original set into my computer files. Thank you for all the help and I'll update If this happens to be the problem.

The Plugins folder in C:\Program Files ... is global to all users of the computer.  Only stuff you want to apply universally to all userid's on the machine should be in there.  This is usually only the sky textures.  In a reinstall, this folder is reset.

 

Only Steam and Origin use odd-ball structures because they play "let's pretend this is a DRM program".  Both of them want to to login to their system in a useless but annoying invasion of privacy.
