Okay, I actually figured it out. I was using the wrong folder. I was evidently using a copy of the actually simcity 4 file folders that was placed into my computer files. I'll have to look at stuff like that more carefully now. Thank you!

Well, I did download the game digitally however I don't think it's run on a digital server. I bought and downloaded the game from amazon. And, I'll have to check to see If I'm using the right plugins folder however I am pretty sure I'm not using the one in my documents folder. EDIT: Okay I think I might have figured this out finally. I think you were right about me using the wrong folder because I went into the Maxis files in my computer and looked at the plugin folder for simcity in there and found nothing in the plugins folder. The one I've been using must of been some kind of copy from the original set into my computer files. Thank you for all the help and I'll update If this happens to be the problem. In reply to this, the custom content that I am trying to use vary between ploppables and growables. Neither will work except for the ones that you have to use an installer to install. The content that won't work usually just comes in a zipped folder and are just the raw files that go into the game. I've tried taking the zipped folder to the plugins folder then extracting the files, as well as just simply extracting the files straight to the plugins folder but they still don't work.

I'll have to look at stuff like that more carefully now. Thank you! Hey, I've been trying to use mods for almost 6 months on this game and have only been able to get very few to actually work. I've followed every instruction to install mods (installed every update and dependency, extracted all files into the simcity 4 plugins folder, and made sure the game was closed before installing) and for some reason only mods that come with auto installers will work inside the actual game. Does anyone know how I can get the mods that you do not have to directly install through an installer, to work?

Okay. So I did absolutely everything your supposed to do to install mods and only ones that you directly install will show up in the game. Does anyone know what I need to do to install the ones that you do not have installers?
