How to insert a downloaded map.

If the map doesn't come with a config.bmp file, then you need the SC4 Mapper, or the SC4 Terraformer to render the region.

You can make your own config.bmp. It's very easy. Try this tutorial -

What size is the map you want to render? If it's a standard size you may even borrow a config from one of your other regions.

I found a Config.bmp and it's still not working.

I push Shift+Alt+Ctrl+R but I can't double click on "Documents and Settings" to get to the Simcity Folder, so I type it in manually.

It doesn't work...

I'm using Windows Vista, does that make a difference?

Vista has high security, so that folder is "access denied".  See if you can browse to the "Documents" folder instead.  If that fails, copy the image file to a folder you can access.  The grayscale image doesn't have to be in the region folder.  Once the region is rendered, the image is no longer needed.

Also check the grayscale.jpg to ensure it is a true 8 bit, 256 color image.
