How do you get the "Bank Robbey Crime" to show up?

I always just thought it was random, also depending on how much police coverage you have.

I'm also pretty sure its random. Having a big city with little police protection would cause it, I'm sure.

I've never really got that one; there aren't any banks in the game (unless you count landmarks)!
