Development Freeze

I just started my second attempt at a city a few hours ago. So far it is going much better than the last one. However, despite it's profitability, I can't seem to increase the population above ~40000. I have some images below. The education is above 160, the desirability for everything (besides agriculture) is almost exactly the same as the image below for High-Wealth Residential, the health is high, and the employment rate is high(only one or two occasional job zots). I still can't seem to get anybody to move in. It seems as though it's waiting for some kind of trigger, just not sure what it is. Any advice?

Im going to take a guess here, but its quite possible your at a demand cap for residential. If thats the case, no more residential lots can or will develop untill that is rectified. If you want to see exactly where you sit, the best tool to help determine why your city is(or is not) growing is https://www.sc4devotion.com/csxlex/lex_filedesc.php?lotGET=1831. For an example I have a residential suburb on a large tile that was sitting at about 120k, 98% residential. I was at 100% cap on R$ and R$$. I could determine this easily by consulting my census repository(technically you dont *need* the CR, but it sure makes things a lot easier) ploped some parks and crap, ploped some rewards I was holding onto, radio station minor league stadium etc etc, built all the cap busters I needed too 15 mins later I had 250k people in my soulless suburban wasteland.

There's always the super demand ordinance, which can be found o the stex. It works if you don't mind cheating. Try plopping more jobs if you're getting zots.

    I saved the game and decided to try some experimental stuff to see what would happen. Oh, and i've got about 18 parks in the area and every reward that i've earned. I don't know if that's a little or a lot. I'll put in a few more parks when I get back on. Anyway, I de-zoned a portion of my residential and rezoned it. In about 10 seconds I gained 10,000 population. Is this normal? If so, what should I do to encourage more dense buildings to be built in the lots being used by mansions?

    Zone for high density. Ensure plenty of water/fire coverage. Make sure you havn't hit a cap (by placing parks/rewards) and be patient. High density will grow.

    Schools and hospitals normally help me get to high densities quickly, but I don't think they are strictly neccesary.

    I tried the Census plugin, the cap numbers were all below 10 so that shouldn't be the problem. I have 97 parks of various types, and i've used all available rewards. I even, after saving, tryed to place in a lot of schools, fire departments, a few police stations, and even placed rewards opened by using the cheat. The population wouldn't move even after ~50 years. I'm not sure what's going on.

    Well.... Zoning to medium density and high density helps, and try making a subway in the experimental city. Maybe faster transit will help? Good Luck

    Another thing - Parks will only be attractive for a limited time, try re-plopping them the keep the sims interested. Make sure there is plenty of room for com/ind development too.

    D2629 that's actually false, parks never lose their "attractiveness", they are simple demand cap relievers, with small YIMBY effects. If you're using NAM you may need to implment Mass Transit, as I noticed I hit a similar "wall" in my city until I put in a bus system.
