I tried the Census plugin, the cap numbers were all below 10 so that shouldn't be the problem. I have 97 parks of various types, and i've used all available rewards. I even, after saving, tryed to place in a lot of schools, fire departments, a few police stations, and even placed rewards opened by using the cheat. The population wouldn't move even after ~50 years. I'm not sure what's going on.

I saved the game and decided to try some experimental stuff to see what would happen. Oh, and i've got about 18 parks in the area and every reward that i've earned. I don't know if that's a little or a lot. I'll put in a few more parks when I get back on. Anyway, I de-zoned a portion of my residential and rezoned it. In about 10 seconds I gained 10,000 population. Is this normal? If so, what should I do to encourage more dense buildings to be built in the lots being used by mansions?

I just started my second attempt at a city a few hours ago. So far it is going much better than the last one. However, despite it's profitability, I can't seem to increase the population above ~40000. I have some images below. The education is above 160, the desirability for everything (besides agriculture) is almost exactly the same as the image below for High-Wealth Residential, the health is high, and the employment rate is high(only one or two occasional job zots). I still can't seem to get anybody to move in. It seems as though it's waiting for some kind of trigger, just not sure what it is. I just started playing this game again after many years. Note: I always sucked. I've been making a sad attempt at building a city on Easy mode and in a completely featureless tile (may be making things harder) but i'm having some issues keeping the demand balanced and the unemployment rate down. Below are images. The low-income residential demand is high while the demand for Industrial is low. Agriculture is up but from what I hear, it does not employ efficiently. High Tech is also climbing (i've paid attention to education as much as I know how to) but it wont build unless I stick it right in the middle of a neighborhood. I've got a few questions for anybody with the free time to help out... 1) This is my first city in the default region, should I be building a bunch of small cities (~5000 sims) as neighbors, or should I stick with this one until it gets much larger (how large?). 2) What's the idea on transportation? I've got roads all over the place and I pay attention to the traffic view (mostly green) but i'm not sure if highways are appropriate for such a small city. Should they be built only when connections to other tiles in the region are made? What's a good way of constructing a solid traffic foundation in a city? 3) How do you know when to build Medium/High Density residential? Does this relate to Medium/High wealth demand at all? Can rezoning low density residential as medium/high satisfy demand for more residential area?
