Need help with changing city sizes!

I have followed all the tutorials that I found step by step, and yet they didn't work for me.

I don't know what to do now. I don't know how to change the city sizes once again.

READ BEFORE POSTING: Yes, I have changed the config and saved a picture and all that stuff.

Can anyone help me?  Thanks in advance.

Assuming that the tile you're wanting to shrink/expand hasn't already been terraformed/had a city built on it, you're using the correct colors, right? And the correct sizes for those colors? And you are saving it EXACTLY as config.bmp, putting it in the same folder as the region?

First off, just for clarification, is this on the region view or the actual city view? If it is the region view, people I have talked to on here have reset the resolution to a default or recommended setting or restarted the actual computer and fixed their's. ** This is for everybody, not neccisarilly this case**

The city sizes are determined by the three colors, red, green, and blue, and the pixel size of the colors.

small city = red , 1 pixel

medium city = green 2x2 pixels

large city = blue 4x4 pixels

That's all there is to it, place the new config.bmp in the proper region folder.

EDIT: I know that tungston, also I put the config.bmp and stuff in regions.
