Values and such...

This is awfully annoying...Are there no numerical values you can set that effect things like the range a building reaches, or the effect, land value wise, that it has on surrounding zones? Say I wanted to create a hospital with a range that was a little bigger than the current large hospital, and also had an upward effect on the landvalue around it...Where can I set these values?

More importantly, how?

Be vary careful when tweaking these values. We tried some settings to get it to cover a large map and cause all sorts of game problems. Playing with health/education values/ranges is a very risky area to start modding in.
