Welcome to Simtropolis!  The first thing I would suggest is that you download and install the Network Addon Mod.  You need to register at this site, then download the latest version, which was recently updated (yesterday, in fact!).  The same version will probably be available here on ST in a few days if you'd rather wait.

Other than that, you will need to provide more information to get proper help.  The wealth level of the abandoned residents could be part of the problem.  Commercial and industrial demand levels and the amount of development are important.  You also need neighbor connections, even if you have only one city in your region -- this increases commercial demand and allows freight to leave the factories.  Another great way to get help is to post pictures of the problem areas.  First upload your screenshots (maximum size 800 x 600 pixels) to a free image hosting site, and follow the instructions here.

One of the biggest factors in commute times is the distance between residential, commercial, and industrial areas. You also need roads, avenues, and highways criss-crossing your city to allow people to drive (Sims love to drive) to their destination quickly.

Ok, you have 10,000 sims in your city. To me that rules out, distance and the whole capacity on bigger roads, eg. Highways and avenues.

I would say, Make sure you have a look at your streets. If they are getting congested, then upgrade them to roads, or roads to avenues. (You can easily do this by looking in the data views (I think thats what they are called) and selecting the option related to transport).

Secondly, I would suggest that you make sure that you put bus stops in the places where the abandoned people live and where the abandoned people need to go. Not just all over the place.

And Lastly, a screenshot of the city would help us out, so that we can track down any little problems that you might have.
