City Hall?

Hello,

I was wondering if anyone can tell me why my large city (pop. 529,000) and comercial pop (327,000) still has a stage one city hall.  Other than using the mod, how do you get the larger city hall?  Is there a certain population you need?

you need to have a mod to use it, The stages of City Hall was something that was cut/overlooked in the final release.

The unfinished City Halls have been completed and are available in a mod.  For the exact population specs that you are asking about... (assuming you have the mod loaded)... you can read the requirements to obtain the 3 City Halls on the second page of the following link:
