Having trouble getting this to run again

And it ran fine last time, so I don't get what I did to it.  I pick it up again and I've run into a problem:

It RUNS, but when I zoom up close, it stutters, like I've got framerate problems, but that's simply not possible on my new(ish) machine.

Specs:

P4 with Hyperthreading running at 3.2GHZ

2GB RAM (Upgraded from 1 GB which is the last time I've played)

512MB GeForce 8400GS (upgraded from a 7300GS when the fans bearings conked out)

Windows Vista Basic (Again, it ran FINE last time)

I'm beginning to think that it was the compatibility setting I used that's at fault, since I set it to run as if it were ran on Windows XP SP2.  I know the game sometimes has crashing issues on Vista, so I figured I could fix that, but I'm not sure anymore...I want to get it up and running, since I found one of my BEST regions on one of my flash drives recently!   (PRAISE THE HIGHER POWER!)

Might make another attempt at a CJ too, see if I can lay some creativity on y'all.

There is no need to run the game in compatability mode with Vista. You may need to use the game software rendering with the new video card, if updating the driver doesn't fix the stutter.

That's EXACTLY what was wrong...although I wonder why old games won't recognise new cards like that....Seems to me that they SHOULD, but...
