Annoying auto onramps

I'm finally to the point where I need a highway, but whenever I place one, it asks me for an onramp at each road it crosses. I only want onramps at avenues and I place those manually.

Is this behaviour standard in SimCity 4 or does the NAM have something to do with this? And more importantly, any way to turn this off?

It is a standard behaviour of SC4 (least I think so I have had NAM for such a long time now). I don't believe there is a way to get rid of that option. Just keep clicking no when it asks you for onramps.
