Help! I seem to be missing some ordinances

This may seem like a stupid question, but i have been stuck  looking for ordinances for a few hours... 

  Im playing simcity 4 deluxe, and as im reading the posts about ordinances, i realized that im missing some of those in my ordinance list.  These are the ones that are missing.  Where do i find them. 

1. clean air act

2. Pro Reading Campaign 

3.Tire Recycling Program

4. Automobile Emission Reduction Act 

5. Youth Curfew Act

6. Commuter Shuttle Service 

7.Carpool Incentive Program

Im having a majoy pollution problem which is caused by traffic, because i only have high tech industry in my city.

Do you have some sort of plugin problem? Like you downloaded some sort of mod that may have deleted some of your ordinances?

You are definitely having a plugin issue... What sort of plugins have you recently installed that may mess with the ordinances?

Yeah because I know of a download that actually is designed to delete elements of your in-game menus maybe you downloaded that plugin or something else with the same kind of properties. Ask yourself, do you know exactly when this problem started occurring? If so, then you would want to go into your plugins folder and find the date that specific file(s) was added (or it may say modified but same thing). Delete everything you added that day, if you have no idea, or it may help you narrow down what you added that was corrupt. Hope I helped!

i haven't downloaded any plug in yet. Im downloading them right now. This is the way the game was orginally. I never had those ordinances

is there any way to restore those ordinances that already came with the game?

Well now I think it was in the original installation. How much do you care about your city? Actually you could probably just save your region on your desktop and uninstall Simcity, reinstall, and put your region that you carefully saved back into your regions folder.

Well the only way that I know of to restore these is to do a re-install, or you can add a replacement with this mod, https://www.simtropolis.com/modding/index.cfm?p=details&id=282... Report back if this doesn't work.

ok.... so i reinstalled the program and put my city back it in. And the missising ordinances showed up. However, i also downloaded the radical ordinance. One problem my city advisor (the woman) started freaking out and popping up in my screen. The message said

"Auto Toggle ordinance

on: toggle all ordinances"

i didnt get want she wanted... and the pop up comes every 30 seconds... annoying. So i uninstalled that modd. BUT, i really liked the special ordinances. Is there a fix to this bug?
