population won't grow!

can someone please help me cuz no matter what i do, my population won't grow. i got that Super Demand ordinance... and i tried redownloading the ordinance.  even tried reinstalling SimCity! i don't know whats going on... it was going up like crazy last week before i had to restore my computer

Maybe you don't have enough demand?

zone more residential lots and add some amenities and civic building to increase the desirability and the demands. make sure it is connected to roads.

Try reinstalling the super demand mod. And if that doesn't work then just make sure that the file is in the right format for your computer or if it downloaded incorrectly

i've tried everything... reinstalling plug-ins, reinstalling the whole dang game, dropping recreation and other desireable places... nothing is working. my population just sits. it might go up a few hundred but then it drops back down a couple hundred. this is really making me mad.
