I am very bad at making cities, so I need a bit of help with add-ons. Could anyone help answer these few questions?

1. What exact components do I need to download for the High Speed Rail?

2. Are there any nice plopabble city center packs?

3. Are there any "superhighway" (meaning a bigger highway) packs?

4. Are there any highway bridge packs?

5. I would like to make a region with big cities. Is there a recommended one to download that has mostly big tiles and has water?

6. Are there any pretty glass skyscraper packs?

Hello cariboo, let me see what I can do with answering your questions.

1.  You will need the NAM (Network Addon Mod) as a dependency for the HSR (High Speed Rail) mod.

2.  No, you will need to download every building separately.

3.  The Rural Highway (RHW) mod can allow you to make some pretty impressive highway networks.  The current version will soon be replaced with a newer version, so get it before it's locked! 

-In addition, you can double the size of Maxis highways with the "multi-highway" trick.  See here for more info:  http://www.wiki.sc4devotion.com/index.php/Multi_highway

4.  Yes, there are additional bridges packs available, some for highways.  Some are found here:  https://www.simtropolis.com/stex/index.cfm?page=1&Keyword=nam%20team&view=all

5.  There are a wide variety of maps with large tile cities with water you can download.  Check the map files on the STEX.

6.  Yes, there are a lot of pretty skyscrapers out there for your downloading pleasure.  However, you will have to download them all separately.

I would like to know if there's ANY way to make the city tiles bigger than 4x4, like maybe 8x8 or maybe 12x12. I read somewhere that you have to get into games files to do it, but that it's only illegal if you release it?

There is a way, of course, but the only people who know that way are the people who worked on the game. In order to make larger city files, you have to mess with the .exe (the actual game itself), instead of the .dat files that simply describe the rules of the game. No one has done it, and I highly doubt anyone will do it unless EA releases the source codes (and they won't).

The reason is, as you said, it's illegal; even if you don't release the modified .exe, and only use it for yourself, it's still illegal, and you can get fined, sued or hauled off to jail. So...you'll just have to make do with the three city sizes you have 2.gif.
