Where are my ordinances?

Im in the 13th year of my city with over 5,000 residents and I have yet to be asked about passing ordinances. Where do I look to see if these are available?

Welcome to Simtropolis.

AFAIK, advisers don't remind you about ordinances.  They're in the budget panel, just expand it and you'll see them.  Each ordinance has an "eye" details button to click on to tell you more info.  And they do become available at different times, so you just have to keep checking to see what ordinances are available at any given time.

Also note that no ordinances are available in the first month of any new city; that is, you should fast-forward to Februrary to get the initial ones from the budget menu.

If you are not satisfied with maxis ordinance, and need something radical, try out This Mod, works really great for just about everything.

There currently are not Mods for Ordinances that are "realistic", just radical (also considered cheats).  Radical can be fun and helpful to build a nice city, but not as challenging as realistic ones.  

Ordinances cannot be added to the game, but the original ones can be overwritten with different ones.  In the future, it is possible that Modders might choose to make a selectable batch of realistic ordinances.
