Help with Residential Demand!

 Can anyone help? My residential demand is all below -6,000 but was fine in the last city I visited in the region. The cities are all connected, so the demand is the same throughout the region, and I am using the super demand ordinance. This probblem only occurs in one city that was rebuilt after that previous tile was obliterated in God Mode.

  Is there any reason why this is happening and is there a different modd I can get to sharply increase residential demand?

Well lets look at some possible reasons this may happen.

1. The demand for other zones may be low.

2. Maybe you have poor infrastructure.

3. The land wealth may be extremely low.

4. Do you have enough power and water?

Just some things to think about, post back here if none of these work.

Thanks, I've already checked all these things and they don't seem to be the problem. The demand for anything commercial is through the roof, due to using the superdemand ordinance by Buggi. Land wealth is fine and everything is powered and watered.

I have pretty much thought of everything and I can't find any reasonable explanation. This is how it started: I was playing in a city a few tiles away, (the R demand was decent) then I saved and left to go to an older city to obliterate it and start over. This city has neighbors, so demand would be the same, but as soon as I started over, the demand was at the absolute lowest it could go -6,000. This is even after using Superdemand, which now doesn't seem to do anything.
