Overpass Issue

I have built a simple overpass, as you can see in the attached picture. My concern is that in the traffic overlay it still lists the tile where the overpass occurs as massively congested, as if it were an intersection instead of an overpass.

Is this a bug or simply an issue the designers could not remedy?

Just as a suggestion; Usually if you're trying to point out something, it's best to have the game in the view for which you're refering to (in this case; DataviewMaps traffic congestion I would think). But this aside, I know what you mean. This is simply just how Maxis had designed the game. You have however raised an interesting point, something I don't think anyone's bothered to examine closely at all. It makes me wonder how exactly a road over groundhighway overpass (as an example) would be handled by the CongestionTrafficOverlay, if the amount of traffic on the tile exceeded road capacity, but not highway capacity & that's where most of the traffic is (on the highway).
