Industry Demand Problem

Recently I resumed playing SimCity4 game again and found a problem I never had before. Once I started a new city, no matter how I push the number of population I just could not get any demand for dirty, manufacture or IT industry. I could still had low, medium wealth residential demand, I could have a little low wealth demand (hard to get medium wealth demand) even though i pushed the population to 30k-50k. The only industry demand I got is very high demand for agriculture. That's very weird.  A lot of (most residents) people had no jobs. But still no demand for other industry and only very low demand for low wealth demand. I had radical mod in my plugin. After I took it out of my plugin, still the same thing. Anyone could give me a hand to solve this problem? Thanks in advance.

Well, i was going to ask if you had a mod, but you already answered that. A possiblility is the taxes, possibly they where set to 20% for an odd reason. Another idea i have is that the people are to smart for ID and IM, but IT i am not sure about. Check your oridances. If your sims are not smart, but you have clean air/act ordinance activated, then thats why.

    Just realized I made a mistake in my previous post. I did have very high demand for low residential demand, but very little demand for low commercial demand (hardly got any medium commercial demand) and no industrial demand at all except for very high agriculture demand.

    Well, that makes things a little easier. If there is demand for residential, build residential. The game does not let every sim work...some go to school, some stay home...just odd things because of the way it was made (ex: not exactly sure, but i heard something like only 50% of high wealth sims work at CO$$$ The other 50% work somehwere else or no where) Education could be the problem with I-D and I-M. If sims are too smart, they do not want to work there. Also, no industry will grow if there are no sims....

    Now, a new problem i just thought of is that you are starting a city without any other cities around it. If so, development is slow. CS$$-CO$$$ takes a long time to get high demand. A fast way to do this is to make sure you have enough utilities, and parks/plazas. Comercial like plazas and residential likes parks (by putting these in then it makes land value go up, which allows higher wealth sims to move in. When they move in, they want higher paying jobs (not industry).

    Many possibilities here. If any of these thoughts do not help, then give me your cities Population, commerical jobs, and industrial jobs.

    Thanks JJ for your advice. In one city which I have about 50 K population. Probably 10-20k people (most low wealth, some medium wealth) had no jobs at all. I only had very little demand for low wealth commercial demand. I do have very high agriculture demand, no I-D and I-M demand for industry. The demand was not changed after run almost 2 years. In another big city (> 600K population-very educated people)-actually this is an old city I made before, I just wanted to revisit it to check the demand after I had this problem. Wow, once again I got very high agriculture demand (this is very weird-usually you wont get it in a big city), no I-D, I-M or high Tech industry demand at all. I did have very high low wealth residential demand, small medium wealth demand, no high medium wealth residential demand; I had no commerial demand at all. After a while, the unusual high agriculture demand disappeared:-) and I got a little low wealth commerical demand, nothing else is changed. Anyone have a comment on it? Thanks.

    edwardsw:  IT, it is also HT or High Tech Industry.  

    bigwhiterabbit:  well, that helps knowing about the city.  If your big city is right next to the littler city/ies, then that may be why yoiu have no demand for industry. People are too smart.  But the thing that i really beleive it is is one of two things:

          

             Mod/Download:  This is probably the most likely cause.  Some downloads have odd effects (most don't but some do).  Usually they increase the demand, but in this case they may decrease all demand but agricultural.

              Demand Caps:  I do not know much about this, but i do no that they don't allow certain zones to grow.  I will try to find a link to an article about soon.

    I don't think demand caps would be the problem here because they dont usually come into effect until you have lots of commercial and/or industrial. The only two things i can think of are education - not enough of it because even dirty inustry workers need at least a elemantary education. The other reason could be rubbish. I often forget to get rid of rubbish when i make a new city until I realise nothing is growing,or I see a pile of rubbish on the streets. If rubbish was the problem, your extra housing would have added to the problem.
