Modds not working.. Help

I have downloaded the simoleon modd for SC4 and put it in the plugin folder and it is not working.  Before I did this however, (and before i read the readme file)  I tryed opening the data file.  My computer prompted me to pick a program to run .dat files from and I clicked SC4.  I'm thinking that is why its not working?

Try redownloading the file and replacing the old files with the new one.

You now need to un-associate the dat extention with SC4. No program should be associataed with dats.

The mods should be in the *Documents\SimCity 4\Plugins folder, so that they will load last.

Huh? Say that again please. All mods need to have the (.kbi) as an example taken off? So just F2 them, remove the extension and pile them all into a folder? Cheers!
