Strange black/bright blue background in city view...

Okay, so, I think this is a plugin-related problem.. But I'd like to know if anybody else has encountered this... and maybe would know which plugins are known for it, if that is, in fact, the issue. If not, I guess I'll have to devote more time in my life to the issue... either way, this is what I'm encountering:

When i enter the city view, the usual dark/blue gridded background is no longer there outside the city terrain. It's plain black. However, it also turns a bright blue, seemingly when I enter mayor mode and start to build stuff (roads and such, not plugin buildings). On one particular city I was starting to build, it caused the "image stuttering/repitition" that you see in the attached image, when I moved the camera up or down near the outer areas of the map.

I'll still try to remove plugins/experiment and such, but as I said, I'm wondering if anybody here has had the same thing happen to them...

    Hmm... I don't see any background images. Just the usual plugin DAT files and folders, along with a couple PNG images for a couple of the plugin buildings.

    I also checked the text file "Filelist" and found the names of the background images... So I know for sure that they are nowhere to be seen. So, that must be the issue... where can I get a hold of some replacement background files without reinstalling the game?

    Update:

    I just got the idea to check on CD 1 for the game, and I found the 5 background PNG images on that CD, so I should be set here...

    I had this same issue. I had the 5 required files but i had put them in a sub folder in my pluggins folder. Moving them back to the main folder solved the problem. Thanks for the help.
