Am i on the right track?

Ok, so i was reading through the manual that came with my Deluxe edition, and it mentioned building a city with all dirty Industry, and then linking it to another city of all residental and Commercial, so i used a large tile, networked out a huge city, then a medium tile, and networked an all industrial area, i zoned small areas at a time, but both places have stopped growing, industrial has about 3000 jobs, and i have like 5000 total pop.  do i have to just keep switching between cities to make them grow?  I really wanna have a nice clean city, and i have a good connection, two highways, and i'm working on a rail system, so commute shouldn't be an issue.  Help me out a bit here.....

    Ok, this is totally unrelated to my previous post, but i'm trying to replicate my hometown, which is a small town with a quaint square in the middle of town.  nothing on SC4 comes close to the look of it.  So i was thinking of using BAT and Lot editor (none of which i've used, i'm gonna give it a shot) the square has a 2 lane highway on one side, and 3 brick streets to make up the rest.  My question is can i make a side at a time? I've never used the program, and am pretty newbish to SC4, but i'm gradually learning whats going on lol.
