subway and bus stop are not working

1. After I save and exit from that particular city, I reentered and almost all my building become vacant. I found out that the subway and bus stop are not working.
2. I check one of the subway and it showed that the maintenance cost is 0. I didn't change anything. I don't knoww why this happened.
3. I build a subway and bus stop anywhere within the same city and they are working.

Please help me to solve this problem.

First of all, please use imageshack or photobucket to post your images, anyways your problem is really strange, in the first pic, the little subway drawing are grayish which means that its efficency is 0% but you have all your buildings vacant, the second pic is easy to explain, your sims wont sart using public transport until they need it. All your other pics are as weird as no. 1 but ill try to find a fix

Try raising the maintaniance cost again.

Sorry for the confusing post. I am still a newbie in this forum.

How do I make an imageshack or photobucket?

yeah.. the 1st picture is showing that the subway doesn't work. The maintenance cost doesn't show up on there. I didn't change anything. I even increased the maintenance budget to 118% as shown in the picture.

The 2nd and the 4th picture are showing that after I tried to build at different location within the same city. The subway and the bus are working, but it's only few people use it.

the 3rd picture is to show my subway network.

Fyi, I just installed the Super Clean Air Ordinance (Balanced) by karybdis.    

I also used iIndustry Quadrupler V2.1 by toroca.

Did this problem occur before or after installing the Super Clean Air Mod? If after, try removing it and see if the problem still exists. I don't think that Mod is installed in the typical manner (it's obsolete) and may be messing with your game. (Just a guess.)
