Region not showing up when I change config.

Ok, when I create a new region, it shows up and works fine. But when I edit the config.bmp to my liking the region wont show up. It will just show this:

Am I doing something wrong? All I am  doing is editing the original 16x16 config to an all blue 24x32 config. Is there any difference from Windows XP to Windows Vista in making the config? Because I got a new computer a couple of weeks ago and this is the first time I have every had a problem editing the config.

Can anyone help?

There is no difference between the way XP, and Vista handles the game.

Changing the config.bmp file will remove any terraforming and leave a flat landscape. I am not sure why you are getting all water [i guess that is what I am seeing] unless you used a height mod to render the region.

    No, its not even water. The region just doesn't appear at all. I create a region so there is no terraforming done. Right when I create the region, I close out the game, edit the config, and restart the game. After all of that, the picture above is what appears. No landscape what so ever!

    Hello gabetx,

    Just a quick thought - have you tried used windows to create a new folder under "SimCity 4\Regions" - and placing the desired config.bmp and region.ini files in to said new folder (while the game is not running) and then going into the game and seeing what this new region looks like?

    I have had regions that were all water - and if the region is large enough and city boundaries are set to Not Show, it may be hard to tell that you have an all water region - until you click on a city or scroll past the regions edge.

    Another thought - double check pixel size of new config.bmp - is it exactly 24x32?  And is the file still named "config.bmp"?  And what might your color depth be (16-colors / 256-colors / 24-bit color / 32-bit color)?

    If you are not rendering a grayscale, then create a bit map, or edit one of the size you like and create a region folder for it. You don't need to worry about an ini file one will be made when you open the region.

    Yes I have tried that. And yet it results in the same problem.

    Yessir, the size is perfect.

    Yes, it is config.bmp.

    I save it as 24-bit. That is the right one right?

    I have tried both creating one and editing one. It still doesn't work.

    I really appreciate yalls help, but still nothing is working.

    You probably already did this, but anyway.

    Open the config.bmp in Paint.

    Zoom in to the highest level.

    Choose the blue colour (RGB value has to be 0,0,255. Go to Colours > Edit Colours, then click the Define Custom Colours button to be sure)

    And large city areas have to be blue, 4 pixels long by 4 pixels wide. You can turn on the grid in Paint by gonig to View > Zoom > Show Grid if it helps.

    Try adding it a few "cities" at a time. Just ahve the one blue area. Then add three more on the edges. Repeat until you have a 24x32.

    Alternatively, you can PM me with an e-mail address. I created a 24x32 config.bmp file and tested it. It worked perfectly in a new region.

    Ok, something weird happened. After trying everyone's suggestions, I tried making a config in a different program. I used photo filtre. Everything was the same between the config from paint and the config from photo filtre. The paint one didn't work and the one from photo filtre did. That is the first time anything like this has happened to me. But I guess from now on, I will have to use photo filtre to make my configs. No big deal.

    I really appreciate everyone's suggestions and help with my problem!

    Were you using Windows Vista?

    Vista's Paint's "blue" colour is NOT the same as as XP Paint's "blue" colour, or the one that SC4 needs.

    So if you (or anyone) ever need to try again, remember to set the custom colours in Vista's Paint.
