Power/Water/Trash zone

In my region I have a city devoted fully to powering, watering, and taking the trash for my whole region. Problem is, it will only give power & water, and take trash from the cities who's "boxes" are touching it. I even put power lines connected to power city through the whole region(of course passing through the cities buying the power), but the other zones still don't get power. Let me demonstrate in this fun way:

XD  OK sorry though it'd be fun to make. Power city creates plenty enough power, and is connected by road, avenue, pipe, and powerlines to every city in the region.

I had that thought once really, I'm surprised someone else thought of it. Thanks for putting it into play, didn't know this would've happened.

    Plus I just found out that the landfill in "power city" doesn't have road connection, even though EVERY tile is touching a road and EVERY road is connected at the border to the other city.

    Do you have power line connection to the no power city? Does your no power city have enough money? Does your city that have power have enough power supply to sell?

    About the landfill problem, there is a program bug that sometime causes no road connection for no reason. Sometime the problem goes away after a while, other times, the program bug problem stays around until you bulldoze or dezone.

    It must be a problem with the way you've connected them. I've previously managed to send garbage from one city to another through a third one. However my utilities adviser keeps calling me a donkey.

    Hmm. I wonder whether I get this right.

    "Power city" sells power to "Gets power".

    "Gets power" sells power to "No power", but the power doesnt arrive though you got powerlines connected?

    Question: Is the funding for power in "No power" below 100% or even zero?

    Otherwise cut the powerlines in both cities completely and rebuild them.

    If that doesnt help, you might suffer from a bug. In that case the terrain level where the power lines leads out of the city and into the next city is different. There might be only a slight discrepancy that causes the "traffic" to stop. The game wont even realize, saying everything is ok. You might try to hit the button for "adjustment of the verges" or whatever it might be called (yes, english isn't my first language) and the game still says everything is ok. But if you make a huge hill at the border on the opposite site of the map, it will allow you to adjust the verges. It might be, that the game marks then not only the area around your artificially created hill in red colours, but also the area around your power connection to the next city. In that case an adjustment is the only way to get things working again.

    @ dukat: you mean reconciliation right? I tihnk that was my problem. My main city that got power was hilly on the borders of power city & the other city. But it would only let me reconcile from the hilly city, so I lost 3000 population(it was a 7000 pop city before, small i know), because the majority of houses near the border were destroyed, and some commercial buildings and roads were lost as well.

    but that solved a lot of "long commute" problems(the other city that wasn't getting power is an industrial city)

    I moved the landfill to a different area and only had road on two sides(instead of 4) and that solved the no road connection issue. I also cleaned up the power line infrastructure. Before in my main city receiving the power, the power lines didn't run directly to the industrial no power city, there was residential in between the power lines.

    Well, now the other city gets power, but only 1000 MW/H(or w/e), which doesn't power the whole thing, while the main city is getting 2000 MW/h and selling 1000 of it. Power city generates over 50,000 MW/h at the moment, but it doesn't seem to let me buy more or sell more power. And although my landfill has road connection to the other city by an avenue and a road, i'm still not giving any garbage to Power city, even though I get warning messages from my advisor to build a landfill. Hopefully the game will catch on eventually.
