Odd mass transit problem

Hey everyone! I have this odd traffic problem that I can't seem to solve. First of all, here is the strip of avenue that is congested:

I thought that the way to solve the problem would be to add a subway system.  I connected the commuting neighborhoods and their destination (you can see the subway stations along the avenue). Now the subway works well internally in the commuting neighborhood. Yet for some reason it's not being used on the other side of the highway. Before you ask, I have triple-checked to make sure everything was connected. I even provided 3 routes across the highway; none working.

upgrade that section of avenue into highway and see what happens.

I notice everybody is jumping on buses and leaveing the area but nobody that lives near your industrial area is going there. Where are these bus people going to? Are they living town and going to work in your neighbor city? Thats ok as long as they stay just in the next door city but if they are also passing thru it then you have an eternal commute situation which is not good. Make sure they stay in just the next door city and get jobs there. This eternal commute situation will draw way too many people away from your base city and they just keep going and adding to your massive traffic quantities.

    Goldfish4209: I actually considered doing that, but then I though adding the subway might be easier b/c I would have to destroy a lot to get the highway in there. After thinking about it though I probably don't have the subway hooked up quite right.

    High5flyier: That's an interesting observation. I'm thinking that they are going towards the industry on the East part of the map (I have this region laid out on a coastline with industry on either side and residential/commercial with some industry in the middle). What exactly do you mean with eternal commute? I don't think their commute time is high, but I think they might be passing over several cities. And I don't exactly have a base city; it's kind of mixed.

    Eternal commute refers to the problem where you have all your cities are interconnected with all the various transportation sytems and a lot of the sims will just stay on the bus or train or freeway and keep going in loops and never stop anywhere and work. This isn't your fault its the way the game was engineered and it never addressed the problem of how to make sims stop and get work if they don't have to.

    When I send sims next door to work I make sure they are in an isolated work area where the only way out is to return home (their base city). If they can escape and find a way out they will! and continue their commute to the next city and next city until they find their way back home. But they don't stop their either they just keep going.

    I will sometimes send sims completly thru a second city (no stops) and in the third city they find work in a controlled area and then return home. I do this thru farming communties with a monorail or train line that is set up for just commuting to the third city. You have to watch out for ferry commute becuase this can also cause the problem. Hope this made since;good luck.
