it will be difficult. here are some ideas

1 build lots of schools, colleges, things that make sims smart

2 pass the clean air ordinanc.

3 increase funding for schools

4 lower taxes for high tec industry

5 increase taxes for dirty industry

you most likely wont make 100 percent clean industry but it should definitely increase.

Or you can also destroy all the dirty industry and wait till you get enough demand to make some Hi-Tech.

i dont think u can do that WIR3D. u need the dirty industry to help get your cities off the ground so to speak. w/o dirty industry, u will only get a limited amount of manufacturing industry's, which is also true for high tech as well.

my suggestion to u would be to make a city in the corner of your region nothing but dirty industry's. that will allow for the rest of the region to flourish.

I just raise the Dirty taxes to 20%, then destroy all of the buildings on my industrial zoning.

This question gets asked a lot, my answer is always the same.

You need dirty industry to get your city going. However, once it's fairly big, this is what you do.

Build elementary schools, high schools and colleges, and keep them fully funded. This will smarten up your sims. Let the simulator run for a few ingame years while your population gets educated. This will lower dirty demand and increase demand for high tech and manufacturing. Both generate much less pollution. Then, raise dirty taxes to 20%. Dirty demand will hit the floor, hard. Then, just gradually expropriate the dirty industry. Bulldoze small sections of it at a time and watch manufacturing and high tech industry take its place!

Hello all, to get I-HT what I've done is I have all my I-D and I-M in a couple other cities, and i've created enough of them to exhaust the demand for them. Once I've done that in yet another city I get everyone well educated 180+ Eq and raise the land value such that I have alot of R-$$ and R-$$$ and I then zone alot of industrial next to them (where the land value is high) in the same city and normally they develop right away into I-HT. It seems that you still need a really large population because I-M are the most filled jobs before the demand sorta spills over to I-HT. I do this because I don't really like modifying the industry's tax structures and also because many R-$$ and R-$$$ still work at I-D and I-M, which i'm guessing as managers and the such.

One more thing I forgot to add you can always look at the desirability data view and that will also tell you where to zone for possible I-HT.

I do what wir3d does than I do those steps that dabadon5 posted. Wir3d's way can take a hit on funding, but it works.

I'm just a group of atoms typing this.

What do I know?
