Intelligence without the High-Tech

To give a little background on my cities:

My cities develop commerce right from the start.  i place down residential, commercial, educational facilities(Junior sports and pro reading)to boost education, water, some transportation(bus network, shuttle service). All the D/M industry and power are in neighboring cities, hence no pollution.  There is some on the roads which i can usually clear up.  Seaport(s) and Airport(s) are quick to follow and my cities start turning around from red into black.  That is a very basic background of how i start my cities.

How i want the cities to build from here is to I-H.  They do not do this.  They always build D and M industry,  the I-H demand is usually in the negative, but when it goes into the positive it is very short lived.  i even have the clean air act activated and my city still wants to build D and M.  i have active connections to the cities that have the industry,

How do i know if my sims are really traveling to that city to work?

How can i boost I-H in my city?

i like the commercial, but is the I-H going to ruin the commerce?

i need the commerce as it brings in a lot of money.

I run Deluxe Ed and use NAM

I believe that not only does the I-HT need a high EQ and all that, but also a high regional population. I am not one-hundred percent sure of the particulars, but I have noticed that pretty much no I-HTs appear in a region of less than 10,000 simians and to get them to appear most all of the time requires a region of about 200,000 or more. And even then, there is still a demand for I-D and I-M that needs to be filled.

To check if the sims are traveling to the city to work, just look at the traffic congestion in the data view. If there is a lot of traffic on any one road going into or out of the city, you know there is inter-city travel.

    hmm, the city itself has only 46,000 now, the region total is 161,000. The sims are super smart, the graph shows them at 120+ and climbing. edu by age is all even across the board at 120+, for some reason i am not qualifying for the bureaucracy building either and my health and edu systems are WELL funded. I wonder if they are related

    ID also has an annoying habit of polluting anyways remember that high technology industry will only set up in industrial zones without any IM or ID so bear that in mind

    i have had I-H form with I-M. Not so many wit I-D, BUT it does happen. Usually this happens when my town decides it does want some I-H then it starts phasing out the I-D&M. Only in a few places with the I-H build up and i zone in desirable places for I-H which can be a small area, yet I-D&M will built just about anywhere and will build in the places i wanted set for I-H. Even built next to R$ to R$$$ with parks galore I-H will NOT develop. i thought intelligence/education would boost the need for I-H, yet my commerce always booms out of control. uhh in a good way 4.gif

    Is time a factor? i am about 11yrs in to the current city i am working on.

    You do not get a super high demand for I-HT until you have a lot of people in your city. To develop I-HT areas zone them away from all undesirable factors and increase your taxes to phase out the I-D and I-M. Like I said you need the demand for this to happen but this will at least keep the other zones away from your desired I-HT which if you have too many of the I-D or I-M develop in the area they will not develop anyways. Patience though, patience...

    An education level of 120 is not the maximum. Thats average.

    Accordingly you''ll get only average industry.

    Boost the education to 180.

    Wait a few years.

    Go to an industry region and demolish all industry.

    Whenever I-$ and I-$$ grows, demolish that. Only keep the I-$$$.

    After some time the whole region will fill up with I-$$$ as long as your demand is higher than for I-$ or I-$$.

    When the demand for I-$$$ goes to zero or below the level of I-$ and I-$$, switch back to your residential city and play a few years until more citizens came to give a new boost for I-$$$ and switch back to the industry region. Repeat these steps then.

    I would advise to delete all I-D in the area. I-HT will not grow in nasty area's you know xD

    Then add some lovely green parks or plaza's to crick up the land value.

    When you do this, the companies will start to like the area and eventually I-HT will grow there 4.gif

    It has always worked for me, so I hope it will work for you too! h

    Personally I allways place ID and IM industry in another city while keeping I-HT either in my main city or starting an I-HT only city. Taxes need to be very high for ID and IM in your main city for this to work (I prefer to set it to 20%), otherwise it will keep building near your I-HT.
