one person made a traffic control pack in the STEX with lots that control your traffic there is a HOV for one way road and i use it alot i am pretty shur it works

It works, but it's not a "true" HOV lane. In RL, a HOV lane allows cars with X amount of people or more as well as buses, in SC the HOV lane lots only allow buses. So it works but not like in RL.

It is possible in various ways but very complex and awkward so I doubt you will be seeing functional ones soon.

In addition to what has been posted above me, there are HOV bus lanes downloadable for both roads and one-ways, but restrict the traffic flow to bus only.

It is a lot more complicated than that, vehicules don't follow textures, they follow paths, buses and cars use the same paths, so you will get cars using the HOV lane and buses using the normal lane.
