beach graphics problem

i just wanted to ask if there is a way to solve that problem.

windowsXP SP2
intel pentium 4 CPU 3.00GHz
3 GB RAM
nvidia 8800gt

Try going into underground view and then switching back. Also try exiting your city and re-entering it.

I don't think this is a graphics problem. I have this beach too, but it's an included glitch. There's nothing you can do with it.

edit:   ok i found a solution for the problem. 
each time when it happens you go to the data views menu and select zones and then back to
all off again
