laggy, animation stop&go (not constant)

I'm experiencing some odd behavior that makes the game very unplayable.  I have removed all plugins and even did a fresh install to see if symptoms would go away but no luck.  Kind of hard to explain, but the animation of the game (cars moving, scrolling around) is not constant, or stream lined, it'll slow down then speed up, then slow down, then speed up. 

The bigger the city the larger the problem.  I cant get a city bigger than 2k pop before noticing the effects.  Anything bigger and I cant play as its almost disorienting watching it.  Does anyone what could be causing this?  My rig is:

AMD Athlon 64x2 DualCore 4200+

2g ddr2 ram

Geforce 7900 GT/GTO (x2 in SLI mode) (I have tried disabling SLI to see if fixed but didnt)

MOBO - Gigabyte M55SLI-S4 AM2

Any help would be appreciated, I'm at my wits end!

EDIT:  Well, after several days of trying, on a whim, I decided to set the Affinity of SimCity.exe to just one CPU and what do you know, my problem was fixed!!  Now to figure how to make it use just one CPU automatically.....

I've got the same problem. Except my game would crash after a minute of runtime. I pulled the plugins and narrowed it down to NetworkAddonMod1 which was in the NAM. I noticed the "sluggishness" has drop considerably but its still there. I haven't downloaded the NAM again to find out if I just had a corrupt file or not yet. That's my next thing to do as soon as I hang up here.LOL.

Celeron® 3.07 ghz

2gig ram

Geforce 7600

Then I would definatly suggest the AMD Dual Core Optimizer [link], then you should be able to add both cores so you game runs faster.

    Yes, that fixed me right up, thanks!!  Needless to say, it was very frustrating trying to play and not get dizzy at same time hehe.
