I found this little gem on Google. It's a simple version of Sim City 2000 with some nice graphics. It IS limited but it's made by three guys. Check it out!

I'd say it's the best freeware city-builder yet, but I haven't tried them all. Decent graphics, zoning (only for residential though), and continuing development. I really like how the buildings construct - actually realistic, more so than SC4, which was pretty good.

It wasn't bad, I played it for about half an hour before getting a little bored ... all my buildings started collapsing... (direct link to an unhappy population? probably...) wich was pretty tiresome...

All in all.. better than SCS... rofl
