But I know - You can't find anything like Simtropolis or SC4 Devotion. 

SC4 in Russia is very dramatic game with heavy story, because 99% copies are illegal.

I know  and  I have today rare legal disk (50 USD) with UK  left side version from "White Wind", but I don't know about legal Russian version ...
