Answer:

El region bajado debe estar una carpeta.  Al principio, ponga ese carpeta dentro la carpeta:

..\My Documents\SimCity 4\Regions

Del SC4 menú principal haga click en Region View Options, y de nuevo en Load Region.  En la lista escoja lo que bajó y marque el butón Load Region.  Ya debe leerlo en el menú principal.
