Is there an all in one utility building
Water, power, water purifier, air purifer, police, jail, fire, hospital, and school.

I have searched for one but can't find one.
I have tried to creat on but the police and jail wont work.
Eveything eles works.

well, there is not, and i dont see what the point is, i mean, the whole point of the game is to manage your utilities, that would just ruin the game, but i really think there is one, just not like that....

I dont think anyone has ever made one here on the STEX. The only thing I have to tell you is try to see if someone has made one on SC4 Devotion. Hope it works

I see the need for one of you don't want to bother with utilities. I think there are a few here but they were released back in 2004-2005. Pegasus might have released a few. Just to a search for utilities and maybe a few might pop up. It won't cover all what you mentioned but at least a couple. Yeah try SC4Devotion too.
