I want to force dilapidate some R$$ into R$ in order to make a declined neighborhood.... I'm working with an industrial city in my CJ over at SC4D and need to figure out how to do this.

The only thing that looks worse than R$ is R$$ poulated by the riff-raff.

take out schools, and police fire and health coverage...that should do the trick...as well as make it a crime ridden neighborhood.

Delete the road in front of it for a while or get rid of the water connection.

make the area you want to look dilapidated unconnnected to a road leading to jobs - then all of them will get the 'No Jobs' zot and will dilapidate.

Try some of the NIMBY lots by Simgoober. Put up enough and you'll even get riots!

Lets say you want R$ from dilapidated R$$. Reduce the R$$ tax rate until there is a lot of demand. Let the R$$ buildings grow. Then increase the tax rate to 20% of R$$ or whatever it takes for them to disappear (i.e. remove roads). Keep the R$$ taxes high so that there is no more R$$ demand. Keep R$ deman high by reduced taxes. Over time, the abandoned R$$ will begin to be occupied by R$. You can also use the God Mode Trees. Add trees everywhere (because the community is built up, you won't see the trees but they are there). This will encourage buildings to be reoccupied. Hope this helps.
