A new way to modify buildings?

Most of the programs used to modify building functions (air, water, wealth etc) I've seen aren't exactly user friendly for those who don't understand hexidecimal or whatever.

Could someone create an easy to use program to modify building functionsm one that doesn't rely on a firm knowledge of hexidecimal or basic programming skills? 

(I'm not saying that those programs aren't good, I just don't really have the know how to use em effectively and I'm sure there are alot of people out there who are in a similar boat.)

its good if we had one but it may take some people a long time t o make

and if anyone replies to this thread and says 'Why don't yuo just learn of something alongf thoose lines I'm going to get annoyed'

so yeah but I doubt anyone would have the time to do it - it would make it much easier for newbies to use and get them invlolved in ther community from the start 4.gif

    Hmm. Not exactly what I was looking for. But thanks.

    Ahh well. Guess I'll have to go begging in the Bat forums lol. It'd be wonderful if SC4 had the building capabilities of SC3000.

    kirinke- I have the same problem. If you follow the tutorials for Ilive exactly, you'll have all the stats set up, then you can go into sc4tool and customize them with regular numbers, not all that A304DE crap.

    If you have windows there's a small program that is called calc (calculator) (under Windows/system32)which can easily transform hex to regular numbers.
