I know that .oggs will not work, and I'm fairly sure .wmas don't either. It seems only .mp3s are compatible.

    I've converted a bunch of songs to mp3...but the custom music box is still greyed out...

    Do you mean where I copied them to? I copied them to: My Documents\SimCity 4\Radio\Stations\Mayor\Music

    I am not sure I know what I am talking about, but I just counseled someone on this, and they got it working.

    Program Files\Maxis\SimCity 4\Radio\Stations\Mayor\Music I think is where they go. There is no mention of putting them in a subfolder. I am trying to find some mp3 files to test it.

    Your previous post stated they were in the "My Documents" folder.  

    I just tried one in the 

    "Program Files\Maxis\SimCity 4\Radio\Stations\Regions\Music", and it worked there.

    K...guess I was in the wrong folder the whole time....are the Plugins that I installed in My Documents\SimCity 4\Plugins folder in the wrong place too then?

    Masochist has the right answer, the "My Documents *plugins"  load last, so that the mods, and any other changes will take effect over the default files.  That is why you will see some mods that suggest the ZZZ prefix for the folder, so they load the very last.
